Heat the oil in a large, deep, ovenproof skillet set over medium heat. Add the onion, 1 clove of garlic, green pepper, chili powder, oregano, cumin. Cook, for 5 minutes, or until vegetables soften. Stir in black beans, tomato sauce, salsa and corn; bring to a boil. Stir in the rotini.
Cheese Sauce: Meanwhile, whisk the milk with the cornstarch, oregano, cumin and garlic. Microwave on High for 2 minutes, or until steaming. Whisking constantly, gradually stir in the eggs. Microwave on High for 90 seconds, stirring once, or until thickened.
Stir in 3/4 cup (175 mL) of the cheese until melted. Spoon the egg mixture into the centre of the pan. Sprinkle evenly with the remaining cheese and green onion. Broil for 2 minutes or until cheese is melted.
